Ashley Pennington was admitted to the bar in 1980. He started as a public defender in Richland County (Columbia), South Carolina and became a federal public defender in Chicago in the 1980s. In 1991, he was named the director of the Charleston County Public Defender in South Carolina. He was awarded the Order of the Palmetto for his service. In 2002, he went into private practice where he set up a nonprofit foundation that focused locally on the problem of ex-offender re-entry and recidivism. In 2007, Ashley was invited to return as director of the Charleston County Public Defender, and, in 2008, he was selected as the Ninth Circuit Public Defender. He manages the Charleston and Berkeley County Public Defender offices, which strive to be effective, “client-centered” law firms. He also specializes in death-eligible murder cases and mental health defense cases. He also teaches trial practice at statewide public defender training programs. The Charleston office is now the first public defender office in South Carolina to provide representation for low-income persons at their initial bond setting. Ashley also serves on the South Carolina Commission on Indigent Defense. In 2013, the Commission adopted statewide performance standards for appointed counsel in South Carolina, which are based on national best practice standards. The Commission has also obtained funding that has eliminated the involuntary appointment of private attorneys for indigent representation in civil and criminal conflict appointments and lowered attorney caseloads.
