When the pandemic hit, jail populations were quick to drop but then began to creep back to their pre-pandemic levels. State prisons were slower to respond and their populations have declined, but mostly through reduced or delayed admissions rather than increased releases. With some powerful visuals, the Prison Policy Initiative will review the data and then discuss strategies to preserve and expand the decarceration efforts of the last year.
