Program Materials will include: electronic access to all of Mr. Hanlon’s work for the last 10 years, available at www.lawyerhanlon.com. I hope to impart an understanding of the principles of qualitative analytics used in modern public defender workload studies, as well as what we have learned in litigating to enforce the results of those studies in Missouri and Louisiana; and a plan to use those studies, and others, to replace the 1973 NAC standards with reliable, data-based and standards-based national numerical caseload maximums that will serve as the basis for $1.25 billion in federal funding over five years to fund the unfunded judicial mandate of Gideon v Wainwright. Justice Works will briefly demonstrate the functionality of defenderData™ Prime as configured for complimentary access for workload studies.
