Kingsley Arthur Rowe is a native New Yorker from Bedford–Stuyvesant, in the great borough of Brooklyn. Kingsley became justice-involved at the age of nineteen, serving ten years as a result of the mishandling of an illegal firearm and causing the accidental death of a close friend. While imprisoned, Kingsley earned his associate degree from Saint Francis University (PA), formerly Saint Francis College (PA) Prison Education Program. Kingsley made a commitment to continuing his education and giving back, particularly in underserved and disenfranchised communities upon his release.
 
Kingsley earned both his Bachelor of Science and Master of Social Work from New York University (NYU). Kingsley brings forensic social work and re-entry experience working in Manhattan Criminal Court as a senior social worker for the Center for Alternative and Employment Services (CASES) alternative to incarceration program, Court-based Intervention and Resource Team (CIRT). Kingsley worked at NYU as a re-entry specialist, spearheading the prison reintegration response for the NYU Prison Education Program (NYU PEP). NYU PEP offers imprisoned students accredited courses toward an associate degree from NYU at Wallkill Correctional Facility.
 
Kingsley currently heads up the re-entry unit at the New York County Defender Services, where he brings a hardworking, thoughtful and compassionate approach to re-entry issues. Kingsley advocates and assists clients returning home from confinement in accessing educational and sustainable employment opportunities, as well as mental health and housing issues. Essential to working at NYCDS for Kingsley is supporting clients as they transition from imprisonment to freedom.
